Communications and Coordination Centre

Executive Summary

Surbana Global Community Connection (SGCC) is a volunteer-driven humanitarian and

community organization committed to supporting displaced people, refugees, migrants, and vulnerable communities across Africa and the global diaspora.

The Surbana Global Community Connection’s (SGCC) mission is to unite

people worldwide in humanitarian aid and community development, fostering

collaboration, compassion, and collective action to create a better world for vulnerable populations.

Surbana Global Community Connection is Surbana Vision Media and Community Services, Inc project which is a worldwide non-governmental organization

(NGO) dedicated to humanitarian efforts and community building. Its mission emphasizes:

• Unity and compassion: bringing together diverse communities across borders to address global challenges

• Collaboration and support: encouraging partnerships between individuals, groups, and organizations to tackle poverty, disaster, and other crises

• Empowerment of those in need: providing resources, assistance, and opportunities so vulnerable populations can improve their quality of life

• Collective action: mobilizing people to work together “one community at a time” toward a brighter future

The Network’s identity, as reflected in its logo and public description, symbolizes inclusivity, resilience, and hope, with the belief that every individual plays a vital role in making a difference In practice, this mission translates into charity initiatives, humanitarian aid, and community development projects that aim to address urgent needs such as food insecurity, health crises, disaster recovery, and long-term social stability.

Over the years, Surbana organization has built a trusted international network of volunteers and partners operating in countries including Libya, Sudan, Ethiopia, and beyond. Through this network, the organization has coordinated humanitarian assistance, advocacy, emergency response, referrals to essential services, community engagement, and support for individuals navigating complex humanitarian situations.

Operating primarily through dedicated volunteers, Surbana organization has consistently demonstrated professionalism, accountability, and respect for the dignity, privacy, and confidentiality of the communities it serves. Its commitment to maximizing the impact of available resources has enabled the organization to deliver meaningful assistance while maintaining high ethical and operational standards.

In addition to Surbana organization’s humanitarian work, SGCC has contributed to public awareness through research, publications, and advocacy. Its publication Betrayed & On Trial documents the experiences of refugees and humanitarian responders, encouraging greater international understanding of the challenges facing displaced populations.

As the organization continues to expand its services and partnerships, SGCC seeks strategic partners to establish a Transportable Humanitarian Communications and Coordination Centre—a modern, relocatable operational hub designed to strengthen humanitarian coordination, community engagement, emergency response, organizational resilience, and international collaboration.

Project Vision

The proposed Transportable Humanitarian Communications and Coordination Centre will provide SGCC with a fully functional, self-contained operational facility that can be relocated by commercial transport whenever operational requirements change.

Rather than being permanently fixed to one location, the modular facility will allow SGCC to establish a professional operational presence wherever humanitarian or organizational needs arise, ensuring flexibility, continuity of operations, and rapid deployment. The Centre will serve as Surbana organization’s SGCC project as a primary communications and coordination hub, supporting humanitarian operations, volunteer management, case coordination, community engagement, remote training, secure information management, advocacy, and administrative functions from a single professional facility.

Proposed Facility

The Transportable Humanitarian Communications and Coordination Centre will include two integrated components:

Operational Area

• Reception and community service desk.

• Mobile Call Centre with 3–5 professional workstations.

• Dedicated communications and coordination room.

• Meeting and consultation area.

• Secure records and document management space.

• Kitchenette.

• Accessible bathroom facilities.

• Climate-controlled working environment.

• Secure storage for equipment and humanitarian supplies.

Estimated Project Budget

Component and Estimated Cost (USD)

Transportable modular office (including residential accommodation) $60,000

Office fit-out and furnishings $10,000

Communications and call centre equipment $12,000

Computers, networking, and secure IT infrastructure $10,000

Cloud communications systems and software $8,000

Staff training and organizational capacity building $10,000

Security systems, contingency, and project setup $10,000

Estimated Total Project Cost: US$120,000

Budget Note

The estimated budget of US$120,000 represents a conservative estimate covering the

establishment of the core Transportable Humanitarian Communications and Coordination Centre and its essential operational infrastructure. This estimate focuses on primary capital investment and initial organizational capacity building. It does not include costs associated with:

• Personal visits to manufacturers and construction sites for design review, procurement, and quality assurance.

• On-site assessments, operational research, and feasibility studies.

• Attendance at relevant international conferences, exhibitions, workshops, and

professional forums to identify emerging technologies, best practices, and strategic partnerships.

• International travel, accommodation, visas, insurance, and related logistical expenses.

• Future expansion, ongoing maintenance, equipment replacement, or additional operational requirements beyond the initial project scope.

As implementation progresses and technical partners are identified, a more detailed

implementation budget may be developed to reflect specific procurement opportunities and operational requirements. The current estimate should therefore be regarded as the minimum investment required to establish the Centre and its core operational capabilities.
